Las Cruces City Council Approves $586.3 Million Budget and $210 Million Capital Improvements Plan

At its regular meeting on May 18, 2026, the Las Cruces City Council unanimously approved the city’s fiscal year 2027 budget, totaling $586.3 million, and a six-year Capital Improvements Program (CIP) amounting to $210 million.

Fiscal Year 2027 Budget

The approved budget includes nearly $167.9 million allocated to the city’s general fund, which supports essential services such as public safety, public works, and parks and recreation. This general fund represents approximately 29% of the total municipal budget. Revenue sources for the general fund encompass gross receipts tax, property tax, cannabis excise tax, franchise fees, and other fees and charges.

During the meeting, the council amended the budget resolution to maintain funding for the Las Cruces Public Schools’ community schools program at $150,000 annually, rather than reducing it to $90,000.

Capital Improvements Program

The CIP outlines infrastructure and capital funding needs across various categories throughout Las Cruces. The $210 million allocated for fiscal year 2027 will support 311 projects, including street improvements, public facilities, utilities, public safety enhancements, public transit developments, Las Cruces International Airport upgrades, nonprofit initiatives, city parks, and affordable housing projects.

Funding for the CIP will be sourced from bonds and loans, grants, the Telshor Facilities Fund, gross receipts tax revenues, other local funding, and capital outlay from the New Mexico Legislature.

These approvals reflect the city’s commitment to addressing community needs and investing in the future development of Las Cruces.
